The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking eligible businesses capable of performing this effort. Award of a performance based cost and firm-fixed price type contract for these services is contemplated. The period of performance of the resultant contract will consist of a one-year base period and four one-year option periods. The appropriate North American Industry Classification System (NAICS) code is 541512 with size standard $23M. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This is a market research tool used to determine the adequacy of eligible business sources prior to determining the acquisition strategy and issuance of a request for proposal. This is a NEW requirement. The Government is not obligated to and will not pay for any information received from industry sources as a result of this synopsis. Required taskings for this effort are delineated as follows: (1) INTEGRATED ARCHITECTURE MODEL DEVELOPMENT ? (1 FTE, all years) Develop system architecture models, support program and enterprise integrated architecture modeling requirements using structured and/or object oriented analysis and modeling techniques. Produce the requisite DoDAF models and architectural views in support of the program office in collaboration with the program subject matter experts, OPNAV, and Operational Agents. Provide technical writers and architecture analysts necessary to document operational, system and technical views for the system(s) as tailored in tasking directives. Adhere to style guides, approved taxonomies, architecture implementation guides, and element lists (when provided) and defined in project tasking. Reuse existing architecture databases/views to minimize development cost and schedule. Maintain configuration control of architecture products and the underlying models, databases and tools used to generate the views. Assist in maturing the data/views throughout the review and approval process. Maintain architecture model baselines (project databases) through the sequential spirals of acquisition program life cycles. Maintain an inventory status of system architectures as part of an architecture configuration management process. (2) TECHNICAL SUPPORT ? (1 FTE, all years) A thorough understanding of DoD Architectural Framework methodology, the Acquisition lifecycle process, and Joint Capabilities Integration and Development System (JCIDS) process. This includes a comprehensive understanding of emerging architectures/methodologies such as Global Information Grid (GIG) architecture, the Network Centric Operations and Warfare (NCOW) Reference Model, and the NR-KPP intent and analysis mechanisms. Additional understanding of Information Assurance (IA), technical standards management, business process modeling, event simulation, and process improvement techniques as they apply to the Naval Transformation Roadmap is required. (3) DEVELOP A CENTER OF EXCELLENCE (COE) -(2 FTEs- base period, 1 FTE option years) Assist the Government in the development of a management plan for the Enterprise Architecture (EA) COE detailing staffing structure (including subcontract support), performance metrics, reuse thresholds/objectives, management controls and quality assurance procedures. The plan shall address how the Contractor expects to stay on top of significant policy and process changes affecting all Architecture COE products. The plan shall describe the Contractor?s approach to reduce the cost of producing Information Support Plan (ISP), Net-Ready Key Performance Parameter Development (NR-KPP) and integrated architecture models. Administer tools and equipment required to maintain all technical data and systems utilized for the production and maintenance of system integrated architecture models, databases and associated documentation and publication. In addition, tools and data required for managing integrated architecture models. All data and analyses required to develop the EA COE shall be maintained in the COE data repository. (4) NET-READY KEY PERFORMANCE PARAMETER DEVELOPMENT (NR-KPP) (2 FTEs, per year) Develop and produce platform specific NR-KPP, Develop NR-KPP documentation compliant with the latest version of the Chairman, Joint Chiefs of Staff (CJCS) 6212.01 Instruction. Provide technical writers and architecture analysts necessary to assemble the four components of the NR-KPP (as tailored in tasking directives). Maintain configuration control of the NR-KPP and assist in maturing the document throughout the review and approval process. (5) INFORMATION SUPPORT PLAN (ISP) - (2 FTEs, per year) Produce a program or product specific ISP in conformance with program requirements and governing directives. Provide technical writers, architecture analysts, and project managers necessary to produce the ISP as tailored by project task directives. Deliveries of interim ISPs are required to support program, NAVAIR CIO, Navy, and Joint Staff reviews. The final deliverable shall conform to the format defined in the DoDI 4630.8 instruction and be approved by N6 and Joint Staff for entry into the DARS registry. Maintain configuration control and assist in maturing the document throughout the review and approval processes until the final ISP is posted in the DARS database. Draw upon COE and program resources to minimize the development effort and shall maintain and track reuse metrics for the report. (6) INFORMATION SUPPORT PLAN WAIVER (ISP) Waiver - (1 FTE, per year) Produce an ISP waiver package to include programmatic, financial and technical justification to support a waiver request. Provide technical writers, architecture analysts and project managers necessary to determine the applicability of the waiver process to a specific program/system. Maintain configuration control of the waiver request and assist in maturing the document throughout the review and approval process. Some tasks to be performed will require that personnel possess a Secret security clearance. The principal place of performance is NAWCAD, Patuxent River, Maryland; however, travel to other NAVAIR sites may be required in support of this effort. It is requested that interested firms submit to the contracting office a brief capabilities statement package (no more than 20 pages in length, single spaced, single sided, 12 point font minimum) demonstrating eligibility to perform each of the services listed above. This documentation shall address, as a minimum, the following: (1) Provide company business size and status to include current number of employees, annual revenue history, retention rates for each calendar year or by contract (if by contract include contract period of performance), office location(s), DUNS number, and a statement regarding current small business status (indicate whether Section 8(a), HUBZone or small disabled veteran owned); (2) What type of work has your company performed in the past in support of the same or similar work? For each of the technical areas cited herein, identify recent corporate experience performing efforts of similar size and scope. Describe experience with relevant technologies and methodologies. Include contract number, period of performance, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (3) Has your company managed a team of subcontractors before? For those contracts identified on which you were the prime, identify the largest number of full-time employees that the company managed at any one time (include those of subcontractors, team members, partners). Include the names of your subcontractor and partner companies, the period of performance for each, and the number of subcontractor/partner personnel under contract for each company. Clearly delineate subcontractor and partner contributions to the overall effort. (4) What specific technical skills does your company possess which ensure capability to perform the tasks? (5) Provide an explanation of your company?s ability to perform 50% of the work. NAVAIR has scheduled an Industry Day for 12 February 2008 from 1:00 pm to 3:00 pm at the Frank Knox Building, VIP Room, Patuxent River, Maryland. The Frank Knox Building is located just outside gate 2 with the entrance south of gate 2. Access to the base is not required. This Industry Day is open to all interested parties. The intent of this Enterprise Architecture (EA) Center of Excellence (COE) Industry Day is to provide our Industry partners with an opportunity to learn more about the Navy?s focus on information delivery in a network-enabled environment and the direction NAVAIR is taking towards the development of architectural artifacts. While careful and strategic planning goes into the design, an enterprise architecture actually emerges as a result of implementing individual projects; therefore, it is critical that NAVAIR programs develop their DoDAF views and ISPs using a defined set of recognized tools and templates. This will ensure interoperability with other programs and demonstrate how these architectural artifacts decompose from overarching architectures. The COE exemplifies the new collaborative business model ? multi-agency shared services delivery models. Learn more about the EA COE vision and the perceived way forward in architecture development for NAVAIR. The capability statement package shall be sent by mail to the following address: Department of the Navy, Contracts Department, Code 251521, Building 441, Naval Air Warfare Center Aircraft Division, 21893 Bundy Road, Unit 7, Patuxent River, MD 20670-1463; or via email linda.p.nelson@navy.mil; or by facsimile to (301) 757-6516. Submissions must be received at the office and cited no later than 2:00 PM Eastern Standard Time (EDT) on 28 February 2008. Questions or comments regarding this notice may be addressed electronically to Linda Nelson at linda.p.nelson@navy.mil. No phone calls will be accepted or returned. DOCUMENTS PERTAINING TO THE INDUSTRY HELD ON 2/12/2008 MAY BE FOUND ON THE NAVAIR WEBSITE AT WWW.NAVAIR.NAVY.MIL UNDER THE SAME SOLICITATION NUMBER. THEY WILL BE AVAILABLE UNTIL 3/14/2008.
