The contract announces the final determination from a streamlined cost comparison study conducted under OMB Circular A-76 for the Financial Management Services (FMS) Obligation Funds Control activity within the Department of Health and Human Services’ Program Support Center. The study concluded that transferring this operation to the private sector is more cost-effective than maintaining it in-house. After a public review and administrative appeals period from April 29 to May 19, 2003, no appeals were filed, which supports the affirmation of the tentative decision to outsource the service. Following this final decision, the FMS Program Office and Contracting Officer are tasked with preparing a solicitation to invite bids from private sector providers. Once the solicitation is ready, a formal request for proposal will be issued to proceed with the transition. This process aligns with the government’s goal to improve efficiency and reduce costs through competitive sourcing.
