The Department of Health and Human Services, Program Support Center, has issued a Tentative Decision based on a streamlined cost comparison study conducted under OMB Circular A-76 for the Financial Management Services, Grants Accounting function. The study concluded that it would be more cost effective to transfer this activity from the current in-house operation to the private sector. Following this decision, a Public Review Period of 20 calendar days has been initiated starting May 19, 2003, during which all relevant supporting documents will be accessible to the affected in-house staff for review. During this review period, affected personnel or their representatives have the opportunity to file an Administrative Appeal if they believe the costing is incorrect or that there has been a noncompliance with the OMB Circular A-76 procedures governing the streamlined cost comparison process. Appeals must be submitted in writing by close of business on May 19, 2003, directed to the Contracting Officer, Michele Trotter. The designated Administrative Appeals Authority will evaluate any appeals within 30 days and issue a decision. After the resolution of any appeals, the Final Decision on the study will be published and posted accordingly.
