The U.S. Army Research, Development & Engineering Command’s Natick Contracting Division plans to award a one-year contract to Science Applications International Corporation (SAIC) under authority allowing other than full and open competition. This contract supports the Combat Feeding Directorate by having SAIC assist the Project Officer of the Armed Forces Recipe Service (AFRS) in converting over 1,900 AFRS recipes into Microsoft Word documents and importing them into the Common Food Management System (CFMS) database. Afterward, these records will be transitioned to an Oracle-based system called the Stock Item and Nutrition Links Tool (SINLT), designed both as a repository for AFRS and as a quality assurance measure for CFMS. The contractor’s familiarity with AFRS recipes, nutrition codes, and the SINLT system, combined with specialized skills in food service, nutrition, and database handling, uniquely qualifies them to perform this task effectively. The decision to use other than full and open competition is justified by the contractor’s 3.5 years of experience supporting AFRS, expertise in maintaining the accuracy and quality of recipe data, and their crucial role in coordinating with nutrient database specialists to ensure correct nutrition coding. The CFMS is a Defense Logistics Agency-mandated system intended for use by Military Services, and the existing contractor’s involvement has been integral to meeting project timelines, including the upcoming CFMS Pilot date. Market research was deemed unnecessary due to the unique nature of the task and the contractor’s proven track record. Although other parties may express future interest, responses must be submitted before the contract synopsis expiration date, and all inquiries are directed to the Natick Contracting Division.
