R--Intent to Negotiate

The National Park Service, New England Regional Office, 15 State Street, Boston, MA 02109 intends to award a sole source fixed-price purchase order to Neighborhood America, 1951 J&C Boulevard, Naples, FL 34109 to develop a web-based public communications system for the Flight 93 Task Force, the Families of Flight 93, and the National Park Service. The system shall include an Information web site, Communications Manager? and Public Comment technology. The public information web site shall have functionality and design based on NPS requirements. It shall specifically include project information; public document display; electronic public notice provision; media center; electronic surveying. The Communications Manager? will provide the NPS with a secure electronic workspace with the following specific functionality; General Management Plan Team calendars; group e-mail capability; document management; image management; collaboration tools; discussion boards; content management tools; publication tools to publish to the Public Information Web Site; public opinion reporting and management; survey creation and maintenance and; technology that measures site statistics for the Public Information Web Site; The Public Comment technology will enable collection of public opinion in the Public Information Web Site and back-end reporting and management of that comment in the Communications Manager?. Public Comment - will enable NPS to frame and publish questions for public opinion and outreach in the Public Information Website with automatic posting of questions and project site hosting in the public comment.com portal. The Public Comment reporting solution includes electronic and hard copy reporting of public comment for each project. The period of performance for this action will start on or about 08/15/03 and end 12/31/03.The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Developing alternate sources will incur costs exceeding the benefits of competition, however, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotes. However, interested parties that believe they can meet these needs must furnish sufficient detail to demonstrate the ability to comply with the above requirements no later than five days after the date of publication of this synopsis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed contact based upon responses to this notice is solely within the discretion of the Government.
