The Department of the Interior, Minerals Management Service, plans to award a sole source contract to O'Pin Systems Software Products Company for the development of a new web-based e-reporting system. This system will interface with the existing ABACIS (HP) N 4000 system. The procurement will be conducted on a sole source basis under FAR 6.302-1, as the unique aspects of the system are proprietary to O'Pin Systems' product, REVEAL, and engaging another contractor would cause unacceptable delays and prohibitively increase costs. This announcement is purely informational and not a solicitation for competitive quotes. However, the government will consider any relevant information received within five working days. Final decisions about whether to compete this award are at the government's sole discretion. Interested parties may direct inquiries exclusively in writing, either by fax or email, to Debra Hoffman of the Minerals Management Service Procurement Operations Branch; telephonic inquiries will not be entertained. The contract notice was posted on June 26, 2003, and pertains to the Acquisition Management Division of the Department of the Interior in Sterling, Virginia.

NA The Department of the Interior, Minerals Management Service, intends to make a sole source award to O'Pin Systems Software Products Company. This procurement is for a new web based e-reporting system that will interface with the ABACIS (HP) N 4000 system. The Government intends to negotiate on a sole source basis with REVEAL by O'Pin Systems for this procurement in accordance with FAR 6.302-1. However, all information received within five (5) working days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
