The Naval Air Systems Command is requesting input on a Statement of Work (SOW) and the acquisition strategy related to developing white paper designs for the Joint Data Acquisition Network Standards (JDANS). JDANS aims to adopt or modify a commercial interface standard to facilitate communication between test instrumentation nodes on test vehicles, establishing a Range Commanders Council (RCC) standard to be used across tri-service instrumentation communities. The standard is intended to support interoperable hardware and software, standardized data structures, and ease the integration of new technologies at an affordable cost. An open technical exchange meeting is scheduled, and JDANS seeks feedback on the SOW, contract approach, and identified research technology areas outlined in the SOW, particularly those in section 3.1. The contract will involve multiple base awards across various research areas, each with options to extend research and demonstration efforts. While this notice is not a request for competitive proposals, the information gathered may inform a future formal solicitation. Respondents are invited to provide comments on the SOW and contract approach, suggestions on technology focus areas, grouping or identification of research topics, and a rough order of magnitude cost estimate for both base awards and options, to assist with budget planning. Participation does not guarantee payment for responses or costs incurred. The anticipated timeframe for base contract awards is November 2002, and written feedback must be submitted by October 14, 2002, via mail, email, or fax to the designated contact at the Naval Air Warfare Center Aircraft Division in Patuxent River, Maryland. Additional information and the draft SOW can be accessed through the NAVAIR website or by contacting the provided government representative.

Full Description

The Naval Air Systems Command is seeking comments on a Statement of Work (SOW) and the acquisition approach for paper designs pertaining to Joint Data Acquisition Network Standards (JDANS). JDANS is in the process of adopting/modifying a commercial interface standard for use between test instrumentation nodes on a test vehicle. This interface standard will become a Range Commanders Council (RCC) standard and will be used by the tri-service instrumentation community (or others) for building vehicle based networked data systems with interoperable hardware/software, compatible data structures, while easily inserting new technologies, all at an affordable price. JDANS program information can be found at http://jdans.navair.navy.mil. An open JDANS technical exchange meeting is being held on 17-Sep-02 in Chicago. Meeting information can be found on the website. JDANS is planning a multiple award white paper research/design contract to investigate network technology areas in support of adopting/adapting network-based interface standards for vehicle-based Test & Evaluation. JDANS is soliciting overall comments on the SOW and contract approach. In particular JDANS is looking for comments on appropriate wording and possible additional (or different) technology research areas as described in SOW 3.1. JDANS is also requesting inputs on pricing the base contract awards (SOW 3.1) and the associated options (SOW 3.2). The anticipated contract will include multiple base awards (across research areas as well as within a given research area). Each award will have multiple contract options available to further research the topic, model the research, and/or demo the research. This is not a request for competitive proposals. The base contract award is anticipated for the November 2002 time frame. A formal solicitation may not necessarily result from any or all research areas identified in this Request for Information (RFI). However, information received as a result of our market survey activities may be reflected in a formal solicitation. The Government will not pay for any information received in response to the RFI; nor will the Government compensate a respondent for any cost incurred in developing the information provided. Reponses to this RFI may include one or more of the following: (1) Comments/suggestions on the SOW and overall contract approach (2) Comments on technology research areas as identified and described in the SOW 3.1 or how the technology areas should be grouped or identified (3) A rough order of magniture (ROM) cost for the base contract awards and their associated options. It is understood that this ROM has an accuracy of +/-30% and will only be used for budgetary purposes. A draft of the SOW can be obtained for review, comments, and suggestions by contacting Ms. Rachel Luther via phone +1 (555) 000-0000, fax +1 (555) 000-0000, or e-mail contact@example.gov or through the NAVAIR Solicitation page at http://www.navair.navy.mil/business/ecommerce/index.cfm under N00421-02-T-0188. Comments and suggestions are due in writing by 14 October 2002. They should be forwarded by mail to: Contracts, Attn: Rachel Luther 251717 Bldg 588 S2, Naval Air Warfare Center Aircraft Division, 47253 Whalen Rd Unit 9, Patuxent River MD 20670-1463; by e-mail to contact@example.gov; or by fax to +1 (555) 000-0000.

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
