The contract with Advanced Decision Vectors (ADV), LLC, originally scheduled to conclude on August 15, 2015, was extended twice by one-month increments to maintain uninterrupted support of mission-critical services for the Human Resources Directorate at Fort Lee, Virginia. This firm fixed-price contract had required an extension due to the time needed for a competitive 8(a) small business solicitation process to procure a follow-on contract. The two extensions covered the periods from August 16 to September 15, 2015, and September 16 to October 15, 2015, allowing sufficient time to review eight solicitations averaging fifty pages each and to ensure a smooth phase-in period for the new contract. The solicitation process involved multiple modifications and reviews before reaching the final phase, with the new awarded contract scheduled to commence on October 16, 2015. This approach ensured continuous support for the Department of Defense’s Human Resources Directorate at Fort Lee without service disruption, aligning with the acquisition strategy governed under NAICS code 561110. The contract extension and solicitation procedures demonstrate a structured transition from the incumbent firm to the new small business contractor through a competitive process, ensuring compliance with federal contracting regulations and operational continuity.
