The Department of Homeland Security's U.S. Citizenship and Immigration Services (USCIS) Office of Contracting intends to extend the existing National Benefits Center (NBC) contract with Serco, Inc. without full and open competition. This extension is necessary to provide continuity of Records and Adjudications support at the NBC and across 83 USCIS Field Offices nationwide while a re-competition award protest is resolved before the General Accounting Office. The contract, originally awarded under solicitation number HSSCCG-09-C-00007, is supported by statutory authority allowing limited competition due to the unique capabilities of the incumbent contractor. The extension aligns with the USCIS Field Operations Directorate Strategic Plan and ensures uninterrupted service for a critical component of USCIS operations. The proposed contract extension is based on the determination that only Serco, Inc. can meet the agency’s immediate minimum requirements at this time. Questions about this contract action must be submitted in writing within two days of the notice’s publication, with no telephone inquiries permitted. The contract specialist responsible for this action is Richard March, who can be reached via email or phone. No new solicitation will be issued publicly until the protest is resolved, but a justification for non-competitive award will be posted on the federal contracting website. The place of performance is in Lee’s Summit, Missouri, with management and oversight conducted by the USCIS office in Williston, Vermont.
