Notice of intent to negotiate a sole source contract with Mr. Lars Hanslin. The purpose of the proposed contract is to provide technical assistance to National Parks in implementation of Section 802 of the National Parks Omnibus Management Act of 1998, draft model lease forms, and draft agreements and related items for special Park undertakings, etc. Mr. Hanslin is a recognized expert in federal leasing laws based upon over 30 years of providing advice and assistance on leasing issues to the National Park Service. He is the only responsible source and there is no other supply or service with his unique combination of techinical expertise and practical experience that will satisfy the Government requirement. This contract will be issued on a not-to-exceed basis.
