AI Contract Overview
The National Oceanic & Atmospheric Administration (NOAA) intends to enter into a sole source contract with Western Michigan State University to conduct atmospheric measurements of organic nitrates aboard the NOAA research vessel Ronald H. Brown during the New England Air Quality Study in summer 2002. This four-week mission, beginning July 12, 2002, will focus on quantifying ambient levels of peroxyacetyl nitrate (PAN), peroxypropionyl nitrate (PPN), and peroxymethacroyl nitrate (MPAN). The resulting data will help NOAA assess the contribution of these organic nitrates to total reactive oxides of nitrogen, understand the effect of NOy concentration on their formation rate, and evaluate the influence of biogenic versus anthropogenic organic emissions on regional ozone formation. This procurement is being carried out under simplified acquisition procedures in accordance with FAR Part 13 for contracts under $100,000, with no competitive solicitation planned. Information submitted in response to this notice will be used solely to determine whether competitive procedures would be appropriate in the Government's interest, based on qualifications relevant to the requirement. The results of the measurements will be published in peer-reviewed literature within two years, supporting NOAA’s ongoing atmospheric research efforts. The contract is managed by the Department of Commerce's NOAA office based in Seattle, Washington.
