This contract is a follow-on, sole-source acquisition awarded to Lockheed Martin Corp., Information Systems in Orlando, Florida, under the authority of FAR 6.302-1, indicating that only one responsible source can fulfill the agency's requirements. The solicitation was anticipated to be issued in early February 2002, with responses due by March 1, 2002. Interested parties could view or download the solicitation from the federal business opportunities website, but no paper copies would be mailed. The government lacks the data rights and manufacturing knowledge needed to open this contract to other sources, making Lockheed Martin uniquely qualified. The Contract Specialist managing this acquisition is Deana B. Lord, who can be contacted for further information. In the case of unresolved concerns, there is an appointed Ombudsman, Kim McDonald, to confidentially address contractor issues without influencing the evaluation or selection process.
