The Air Force Research Laboratory's Propulsion Directorate is planning a 60-month program aimed at extending the high temperature database critical for the development of advanced turbine engine mechanical systems, particularly for manned and unmanned aircraft within the Versatile Affordable Advanced Turbine Engine (VAATE) Program. This initiative will focus on the operation, mechanical design, instrumentation, and installation of laboratory test equipment to measure mechanical and physical properties of high temperature lubricants and bearing materials. The work will primarily be conducted on-site at Wright-Patterson Air Force Base, involving comprehensive test planning, data reduction, and result interpretation. The testing will cover rolling contact fatigue, friction and wear characteristics of bearing and gear materials, as well as full-scale bearing performance. Companies interested in responding must submit detailed capability and qualification packages outlining their technical expertise, experience, and facilities relevant to this specialized testing work. Responses, limited to 75 pages, can be submitted either in writing or electronically by referencing the Sources Sought Synopsis PRK-02-01, with the anticipated Request for Proposal release date on March 1, 2002. The contract outlines specific contacts for technical and contractual questions, including an Ombudsman to handle serious concerns confidentially during proposal development if necessary. The overall objective is to enhance the database that supports the design and material requirements of turbine engine mechanical systems operating under high temperature conditions, enabling advanced propulsion technologies for defense applications.

SOURCES SOUGHT SYNOPSIS PRK-02-01. FOR: High Temperature Database for the development of Advanced Turbine Engine Mechanical Systems. The Air Force Research Laboratory (AFRL/PRTM), Propulsion Directorate, Turbine Engine Division is considering the award of a sixty (60) month program which will require operation, mechanical design, instrumentation, and installations of laboratory test machines to measure the mechanical and physical properties of high temperature lubricants and bearing materials. Anticipated RFP release date is 1 Mar 2002. The purpose of this synopsis is to provide the AF technical team with the ability to determine capabilities of potential respondents. The goal of this effort is to extend and document a database of design requirements and material capability for mechanical systems of turbine engines for manned and unmanned aircraft being developed under Versatile Affordable Advanced Turbine Engine (VAATE) Program. The effort will be performed predominantly on site at Wright-Patterson Air Force Base. Test planning, data reduction, and interpretation of all results will be required. Typical data will include rolling contact fatigue, friction and wear characterization of bearing and gear materials, and full-scale bearing performance. Businesses interested in this effort must respond with a complete capability/qualification package describing the company's technical expertise, experience, and facilities to accomplish the work described above. Responses may be submitted in writing (only the original is necessary) or electronically and are limited to 75 pages. Each response should reference Sources Sought Synopsis. Responses should be sent to ATTN: 1Lt Chad Nichols, AFRL/PRKB, 2310 8th Street, Building 167, Wright-Patterson AFB OH 45433-7801, e-mail contact@example.gov. Any non-technical and/or contractual questions should be referred to the individual above at +1 (555) 000-0000. Technical questions may be directed to Mr. Garry Givan, AFRL/PRTM +1 (555) 000-0000, email contact@example.gov. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate their concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, post question to, and voice concerns directly to the contracting representative before resorting to the Ombudsman. LtCol Sam Lopez, DET 1 AFRL/PK, +1 (555) 000-0000, email contact@example.gov is the ombudsman for this acquisition.

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to [email hidden], though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
