The Army Research Laboratory, Human Research and Engineering Directorate intends to negotiate a contract with Virginia Polytechnic Institute and State University to develop a subjective workload assessment tool. This project, part of the Industrial Graduate Internship Program in Human Factors Engineering, aims to analyze how physical and mental demands interact and influence overall workload assessments. Researchers will utilize existing tools to evaluate these factors across various extreme conditions and environments typical of military tasks, with the final results documented in an ARL Technical Report. Virginia Tech was selected for sole negotiation due to the specialized expertise of its Industrial and Systems Engineering Department and the unique capabilities of the Industrial Ergonomics Laboratory. The facility is specifically equipped to handle complex experiments regarding biomechanics and human-system interaction. Interested parties wishing to demonstrate their capabilities regarding solicitation W813LT-2002-7014 must submit a statement via fax to the designated point of contact.

NA The Army Research Laboratory, Human Research and Engineering Directorate (ARL-HRED) intends to negotiate with the Virginia Polytechnic Institute and State University (Virginia Tech) for Statement of Work, Title: Development of a Subjective Workload Assess ment Tool for Situations Requiring Physical and Mental Demands. This effort maintains continuity of the Industrial Graduate Internship Program in Human Factors Engineering for ARL-HRED. The objective of this specific effort is to determine the interactiv e effects of physical and mental workload on subjective workload assessment and to examine the impact of critical dimensions of physical workload on mental workload assessment. Several common existing tools will be used to assess physical and mental workl oads separately under situations of combined workload. The research includes extreme conditions and a variety of environments experienced in military tasks. The results will be used to develop a subjective workload assessment tool that can determine over all workload levels when both physical and mental demands exist. An ARL Technical Report will document the findings of the research. Negotiations are planned solely with Virginia Tech. Virginia Tech has a unique capability and expertise with the experien ces of its faculty and staff in the Industrial and Systems Engineering Department (ISE). Since the establishment of the ISE's Human Factors Engineering Center in 1985, Virginia Tech faculty, staff, and graduate students have conducted numerous human fact ors experiments encompassing a broad range of issues. The Industrial Ergonomics Laboratory (IEL) is a unique facility for the conduct of experiments on complex human-system interaction, biomechanics, and physical workload. The IEL, along with the technic al expertise of the IEL personnel, places Virginia Tech in a unique position to support this requirement. Interested persons may identify their interest and capability. Capabilities statement referencing W813LT 2002-7014 must be faxed to Jeanine Worthing ton, +1 (555) 000-0000. Telephone requests will not be honored. NOTE 22

RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
