The U. S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Federal Protective Service (FPS), has a unique requirement for Security Officer Services at the 3801 Nebraska Avenue Complex (NAC), Washington, D.C. The successful offeror must provide a work force with security clearances ranging from secret to top-secret security clearances with Secure Compartmentalized Information; must be able to meet FPS suitability requirements, provide dedicated Armed Guards, Special Police Officers (SPO), Emergency Dispatchers, Desk Sergeants, Emergency Medical Technician and Alarm Monitors on each shift as described in Exhibit 1 of the RFP. The requirement involves providing and maintaining all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services, 24 hours per day/7 days per week in accordance with the RFP. The successful offeror will provide all necessary uniforms, equipment, communication capabilities, vehicles, and weapons. This is an acquisition for commercial services, and will be filled through award of a single fixed rate, indefinite delivery/indefinite quantity contract with a base period of one year and four option periods of one year each to be exercised at the discretion of the government. Services are expected to commence immediately on March 29, 2006. The following initial GO/NO-GO requirement must be addressed in offerors proposals and fully met in order for the proposal to be considered further for award: a minimum of five years organizational experience as the prime contractor providing armed guard services (including top secret-cleared guards, first response, and centralized security dispatch operations) in a federally owned facility.
