The National Guard Bureau intends to increase the contract ceiling from $51 million to $54 million for the Professional and Administrative Support Services (PASS), Schedule I, Engineering Support Services IDIQ contract held by J.M. Waller Associates, Inc. This adjustment, planned fifteen days after the notice's publication, is designed to accommodate within-scope changes and ensure the continuation of ongoing and planned tasks until a successor contract is awarded and operational. The original contract period expires in April 2011 and will not be extended. The need for this increase arises from the high demand for services under the current contract, with the government aiming to maintain continuity by using the incumbent contractor given their unique capability to meet schedule and service requirements. This course of action is justified under FAR 6.302-1, permitting other than full and open competition. The successor procurement has been synopsized and proposals have been received under solicitation W912JB-10-R-4014, with the follow-on contract expected to begin around mid-March 2011, allowing sufficient startup time for the new contractor. The services involved cover engineering support across all 48 contiguous states and the District of Columbia, managed through the 127 MSC Contracting Division at Selfridge Air National Guard Base in Michigan. Interested parties can submit inquiries by February 24, 2011, and the contract ensures ongoing support without interruption during the transition between contractors. The key contacts for this contract include Darryl Mitchell and Andrea Senska, providing continuity and oversight during this transition phase.
