Full Description
TITLE: Passport/Visa Courier and Administrative Support Services for the U.S. Nuclear Regulatory Commission (NRC)
The NRC is issuing a pre-solicitation notice for a requirement entitled, “Passport/Visa Courier and Administrative Support Services for the NRC.” The contractor shall provide the following services as requested by the NRC Contracting Officer’s Representative (COR) via issuance of delivery orders: 1) Pickup passports, passport applications, visas, and visa applications (travel documents) on Monday through Friday between the hours of 7:30 a.m. and 5:00 p.m. from NRC Headquarters located at 15555 Rockville Pike, Rockville, Maryland; 2) Deliver travel documents to the U.S. Department of State Special Issuance Agency located at 600 19th Street, N.W., Washington, D.C. or the appropriate foreign embassy located in the Washington, D.C. Metropolitan Area and return delivery of the travel documents to the NRC COR or applicant; 3) Return travel documents to the NRC COR or applicant on Monday through Friday between the hours of 7:30 a.m. and 5:00 p.m.; 4) No later than 24 hours after the travel documents have been delivered or retrieved, provide the NRC COR or Alternate COR with telephone or e-mail confirmation that the travel documents have been delivered to or retrieved from the appropriate embassy, passport office, or applicant; 5) Review all travel documents for completeness, omissions and errors and if errors found, contact the NRC COR, the appropriate embassy or passport office; and 6) Monitor the status of all NRC travel documents with the Passport Office or appropriate embassy.
The NRC intends to issue a hybrid firm-fixed price/cost-reimbursement Purchase Order for passport and visa courier and administrative support services to assist NRC with its international travel requirements. The prices proposed shall be consistent with the prevailing rates specified in the Department of Labor’s Wage Determination No. 2015-4269 dated December 23, 2025.
The period of performance of this requirement will be a total of five years.
The North American Industry Classification System (NAICS) code for the services is 492110, Couriers and Express Delivery Service. The small business size standard for this NAICS code is no more than 1,500 employees.
Offerors have until April 24, 2026 to request to be added to the distribution list for this procurement. Please provide your Unique Entity Identifier Number (UEI) as well as your Commercial and Government Entity (CAGE) Number in your request. Request for Quotation (RFQ) No. 31310026Q0043 will be posted on or about May 1, 2026 as a total small business set-aside competition under FAR Part 12, Acquisition of Commercial Products and Commercial Services. The closing date for receipt of proposals will be on or about May 15, 2026. Due to the contract requirements stated above, consideration will be limited to those vendors whose facility is physically located in the Washington Metropolitan Area, specifically within 30 miles of the NRC's Headquarters building in Rockville, Maryland.
RFQ No. 31310026Q0043 will be distributed directly to interested parties solely through FedConnect. Therefore, all future information about this solicitation, including amendments, will also be distributed solely through FedConnect. Hard copies of the solicitation and its related documents will not be available. However, interested parties may contact Carolyn.cooper@nrc.gov to request that their name be added to the distribution list in FedConnect. The Government will not reimburse interested parties for any costs associated with responding to this business opportunity.
