The Department of Labor's Office of the Assistant Secretary for Administration and Management (OASAM), specifically the Office of Financial Management Operations, completed a streamlined competition under OMB Circular A-76 for the Invoice Payment function. This function encompasses various financial positions, including fiscal operations technicians, accountants, voucher examiners, and financial management specialists. The competition concluded on May 20, 2004, with certification from the Approving Technical Official and Contracting Officer, affirming the study's completion. As a result, it was determined that these accounting services will continue to be performed in-house by current government employees, totaling 11 full-time equivalents (FTEs). Following this decision, the Contracting Officer is set to execute a Letter of Obligation with the senior manager overseeing the Invoice Payment function. Importantly, revised A-76 regulations prohibit any contesting of the streamlined competition outcome. The study findings, including cost comparisons and the final determination, were made publicly available through posting on FEDBIZOPPS on the same day as the certification. This decision ensures continuity of service within the department while adhering to federal competition requirements.
