USAID/Colombia plans to award a sole source modification to MSD, Inc. for an additional $2,125,000 under an existing contract originally awarded on March 27, 2001, with a total estimated value of nearly $31.9 million and an anticipated completion date of March 27, 2006. The initial contract, obtained through full and open competition, focuses on providing technical assistance, training, and policy advice to support human rights efforts in Colombia. This modification aims to allocate additional resources to begin assisting the Government of Colombia and the Procuraduría based on memoranda of understanding signed with these entities. Activities under this modification will build upon the work already carried out under the current contract with MSD. The decision to negotiate this modification solely with MSD is based on the AIDAR regulation that permits sole source awards for highly specialized services when switching providers would cause significant extra costs or project delays. The services to be continued and expanded remain consistent with those outlined in the original scope of work. While this notice is not a solicitation, interested parties can express their interest and capabilities; however, the government retains discretion over whether to open the requirement for competitive bidding. The contracting office is based in Bogotá, Colombia, with designated points of contact available for acquisition and contracting inquiries.
