The Department of Commerce, through its International Trade Administration and U.S. & Foreign Commercial Service, is seeking to establish public/private partnerships to support the buyusa program and its associated website, an initiative designed to assist U.S. firms, especially small-to-medium-sized enterprises (SMEs), with exporting activities. The buyusa platform, launched in 2001, provides various internet-based trade contact and information services, leveraging a global network of U.S. export offices and featuring services such as selective matchmaking between U.S. companies and foreign partners, trade lead generation, market intelligence, and a virtual catalog for showcasing products. The program is a collaborative effort with IBM, combining government expertise and technology, operating on a cost recovery model where U.S. participants pay subscription fees that are shared between the Department of Commerce, IBM, and other partners. Prospective private sector partners interested in participating must have an existing operational online service or product that enhances exporting capabilities for U.S. SMEs, such as services related to trade education, international business intelligence, export compliance, trade finance, or logistics. They must demonstrate at least two years of sustained operation with a viable business model and meet suitability requirements that exclude any criminal or civil violations, debarment, illegal practices, or activities that could discredit the U.S. Government. Interested firms should contact designated representatives before submitting proposals and be willing to comply with all applicable terms and conditions related to buyusa and U.S. Government websites. The initiative aims to expand and improve export facilitation services offered through buyusa during the fiscal year 2002.
