The Department of Defense, specifically the Office of the Under Secretary of Defense for Acquisition, Technology, & Logistics, is seeking to contract Systems Management International (SMI) to provide specialized systems engineering support. The contract focuses on participation in the US Technical Advisory Group to the ISO/IEC JTC1/SC7 committees and involves contributing to the development of systems and software engineering policies, practices, and procedures. Key responsibilities include reviewing drafts of systems engineering guidance, offering recommendations, evaluating strategic options, and preparing white papers on topics such as standards harmonization, training, competencies, and the alignment of international standards with DoD documentation like the 5000 series. The work demands expertise in both military and commercial systems engineering standards, including MIL-STS-499B, ANSI/EIA STD-632, IEEE STD-1220, and ISO/IEC 15288. The contract will be awarded on a firm fixed price, level of effort basis and is intended to be a sole source procurement under FAR 13.106-1(b), meaning the government plans to negotiate directly with SMI without a competitive bidding process. While this notice invites interested parties to express interest or submit proposals, it is not a solicitation for competition, and the government retains discretion over whether to pursue a competitive acquisition. The contracting agency is the Ibc Acq Svcs Directorate within the Department of the Interior, with the point of contact being Merrill Yee. The contract posting date was in February 2004, and the place of performance details are unspecified. The primary goal is to enhance defense systems engineering policy development and align DoD practices with evolving international standards.
