The procurement is structured as an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base period of five years from December 1, 2026, through November 30, 2031, and includes a single six-month option period extending through May 31, 2032. The contract will support the National Water Quality Laboratory, Earth System Processes Division, and other entities within the Water Mission Area across 16 major functional areas including research, data management, laboratory services, instrumentation support, warehouse operations, and quality assurance. Offerors must submit fully burdened hourly labor rates for all categories across the full 5.5-year performance period using Attachment 2, a 31-tab Excel pricing schedule, and must comply with Department of Labor wage determinations. Proposals must be submitted electronically by July 27, 2026, at 2:30 p.m. Mountain Daylight Time, and require registration in SAM.gov, with submission organized into four distinct volumes: a 30-page technical proposal addressing staffing, management, organizational experience and key personnel; a price proposal using the mandated Excel template without cost breakdowns; other required clauses and fill-ins; and a past performance questionnaire. The evaluation is conducted under a best value tradeoff process, with non-price factors—project staffing, management plan, organizational capabilities, key personnel qualifications, and past performance—being significantly more important than price, and award will be made to the offeror deemed most advantageous to the government. The contract imposes stringent compliance requirements including adherence to the Federal Acquisition Regulation Parts 12 and 15, incorporation of numerous FAR clauses including 52.203-6 with Alternate I, 52.203-13, 52.203-17, 52.204-9, 52.212-4, 52.216-18, 52.217-8, 52.22
