R--Sole Source to Pacific Lightnet

The United States Fish and Wildlife Service, through its Contracting and General Services Division in Portland, Oregon, intends to award a sole source contract to Pacific Lightnet, Inc. (doing business as Wavecom Solutions) of Honolulu, Hawaii, for IT and telephone services at the Maui National Wildlife Refuge Complex in Kihei, Hawaii. The contract will cover a base period and two option years. Pacific Lightnet is the only known provider able to supply a T1 communication line to Honolulu, making them the sole viable source for this requirement. This action is being conducted using other than full and open competition based on a determination consistent with federal acquisition regulations. This synopsis serves as a notice of the government's intent to award the contract without soliciting competitive proposals. The FAR clause 6.302-1 supports the non-competitive procurement decision.
