The U.S. Environmental Protection Agency plans to negotiate a sole source contract with Scholastic, Inc. for the Spanish-language translation of the copyrighted children's book, The Magic School Bus Gets Cleaned Up. This book is part of the EPA's Clean School Bus USA initiative, launched in 2003, which utilizes Scholastic's Magic School Bus series to educate children on environmental topics, particularly clean air and clean school buses. The translation aims to create a customized educational tool for Spanish-speaking children to support the EPA’s environmental programs. Given that Scholastic's products are proprietary and only available through them, the agency intends to proceed without a competitive bidding process unless alternative capable firms submit documentation within seven days to challenge the sole-source justification. This procurement will follow the Federal Acquisition Regulation Part 12 commercial procedures and the primary NAICS code is 511210, which pertains to publishing activities. Interested parties must submit written documentation to the EPA’s Cincinnati Acquisition Division within the specified timeframe for consideration. The decision to continue with a sole source contract or open competition rests with the government. Contact information for submissions includes mail, fax, and email, with no telephone inquiries accepted. The contract solicitation number is SOL-CI-11-00074, with the posting date of August 8, 2011.
