The U.S. Fish and Wildlife Service intends to award a firm fixed price, sole source contract to NMC, Inc. (DBA: New Mexico Consortium) for 12 months to deliver specialized LiDAR data processing and advanced 3D fuels modeling services essential for ecological analysis and land management. This procurement, classified under NAICS code 541330 for Engineering Services, requires highly technical capabilities including proprietary Riegl software, multi-sensor fusion of airborne and terrestrial LiDAR, high-performance computing for billion-point datasets, and established workflows tailored to federal fire behavior modeling standards. NMC is the only vendor with the unique combination of proprietary tools, technical expertise, and existing federal partnerships necessary to meet the project’s demanding specifications, and competition would cause critical delays, disrupt ongoing technical continuity, and necessitate extensive retraining. The sole source justification is grounded in the irreplaceable nature of NMC’s proprietary workflows, infrastructure, and experience with Department of the Interior requirements.Interested parties may submit a statement of capabilities by email only, no later than August 6, 2026, demonstrating clear and convincing evidence that competition would benefit the government; all submission costs are borne by the respondent, no telephone inquiries will be accepted, and responses must be sent to lawrence_aragon@ios.doi.gov in Microsoft Word or PDF format.

Notice of Intent to Sole Source Award

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The U.S. Fish and Wildlife Service, Acquisition & Property Operations, announces its intention to award a firm fixed price sole source contract through the Division of Migratory Bird Management. This contract falls under authority 41 U.S.C. 3304(a)(1), and will be for a period of 12-months with an award to:
NMC, Inc. (DBA: New Mexico Consortium)
4200 W Jemez RD STE 301
Los Alamos, New Mexico 87544
The North American Industry Classification System (NAICS) code for this requirement is 541330 Engineering Services. This procurement will provide LiDAR data processing and advanced 3D fuels modeling services required by the U.S. Fish and Wildlife Service. These services will convert raw airborne LiDAR datasets-including billions of 3D data points-into usable digital elevation models, terrain surfaces, vegetation structure metrics, and 3D fuels products essential for ecological analysis and land management decision-making. NMC is the only responsible source capable of providing the highly specialized LiDAR standardization, multi sensor fusion, advanced fuels modeling, and proprietary data processing workflows required for this project. NMC possesses:
- Proprietary Riegl processing software, tools, and workflows not available commercially.
- Specialized expertise in ALS/TLS fusion, terrain and canopy modeling, and 3D fuels product generation.
- High performance computing infrastructure tailored for extremely large LiDAR datasets.
- Established research partnerships with federal agencies and scientific personnel supporting LiDAR based fuels modeling.
Competing this requirement would:
- Delay mission critical deliverables,
- Disrupt technical continuity, and
- Require extensive retraining of new vendors unfamiliar with DOI and fire behavior modeling workflows.
- Based on these factors, no other vendor can meet the technical, proprietary, or performance requirements of USFWS for this project.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: Lawrence_aragon@ios.doi.gov.

FY26 -DOEE-WPD-Automated Rain Barrel ProtypeThe District of Columbia’s Department of Energy and Environment is forecasting a contract opportunity to design, build, and test a prototype automated rain barrel system that will discharge collected stormwater automatically prior to an anticipated storm. The goal is to create a smart, residential-scale solution that increases the capacity of rain barrels to capture more runoff during heavy rainfall events by preemptively emptying them, thereby enhancing stormwater management and reducing urban flooding. The prototype must be reliable, user-friendly, and suitable for widespread residential deployment, incorporating sensors or weather data integration to trigger discharge cycles based on forecasted precipitation. The project is part of FY26 planning under the DOEE’s Water and Pollution Division and is intended to support broader environmental resilience initiatives in the District. While specific funding details, timeline, and technical requirements have not yet been released, the solicitation is anticipated to seek proposals from innovators with expertise in IoT devices, hydrology systems, and environmental engineering. The prototype will be evaluated on functionality, durability, scalability, and potential for integration with municipal weather monitoring systems. Performance validation will include real-world testing under simulated storm conditions to ensure the system consistently and safely empties the barrel before rain arrives without causing overflow or infrastructure stress.
