THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The U.S. Fish and Wildlife Service, Acquisition & Property Operations, announces its intention to award a firm fixed price sole source contract through the Division of Migratory Bird Management. This contract falls under authority 41 U.S.C. 3304(a)(1), and will be for a period of 12-months with an award to:

The North American Industry Classification System (NAICS) code for this requirement is 541330 Engineering Services. This procurement will provide LiDAR data processing and advanced 3D fuels modeling services required by the U.S. Fish and Wildlife Service. These services will convert raw airborne LiDAR datasets-including billions of 3D data points-into usable digital elevation models, terrain surfaces, vegetation structure metrics, and 3D fuels products essential for ecological analysis and land management decision-making. NMC is the only responsible source capable of providing the highly specialized LiDAR standardization, multi sensor fusion, advanced fuels modeling, and proprietary data processing workflows required for this project. NMC possesses:
- Proprietary Riegl processing software, tools, and workflows not available commercially.
- Specialized expertise in ALS/TLS fusion, terrain and canopy modeling, and 3D fuels product generation.

Competing this requirement would:
- Delay mission critical deliverables,
- Disrupt technical continuity, and
- Require extensive retraining of new vendors unfamiliar with DOI and fire behavior modeling workflows.
- Based on these factors, no other vendor can meet the technical, proprietary, or performance requirements of USFWS for this project.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
