The proposed action is for a Period of Performance (PoP) modification to Strategic Services Sourcing (S3) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Number W15P7T-06-D-E407 Task Order (TO) number 0024 Cost-Plus-Fixed-Fee (CPFF) with Viatech, Inc. to enable the continuation of Sustainment Support Services in support of the CECOM G8 at Aberdeen Proving Ground. To avoid an interruption of services that are currently ongoing with the prime contractor, it is anticipated that the award of this modification to the TO will take place by 13 February 2015. The logical follow-on will extend contract W15P7T-06-D-E407 0024's POP through 13 August 2015.10 U.S.C. 2304(d)(1)(B) as implemented by Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. The proposed source is Viatech, 40 Christopher Way, Eatontown, NJ 07724-0479. Viatech has been performing support services under this effort since 14 February 2010, and is the only source that has the resources in place to continue mission support. Viatech provides subject matter experts with critical knowledge of GFEBS, LMP, Defense Civilian Intelligence Personnel System (DCIPS) and their applications to the various programs G8 supports. Their roles include supporting GFEBS audits, as well as Systems Applications and Products (SAP) and LMP support. The contract support that is being employed from Viatech offers an in depth analysis and standard business processes. Reliability and the accuracy of the standard reports would be compromised due to lack of: analysis, SAP knowledge, and financial regulations without these key contract support provided by Viatech. A six (6) month PoP extension of the current contract is required to allow sufficient time to execute a competitive follow-on effort.
