The National Oceanic and Atmospheric Administration (NOAA) plans to enter into a negotiated contract with the Research Foundation of the State University of New York (SUNY) through simplified acquisition procedures. The contract involves providing technical support and assistance for the transition and completion of NOAA's precipitation chemistry research program currently housed at SUNY. This program includes the Quality Assurance/Science Activity Center and the World Data Center for precipitation chemistry, which has served as the repository for World Meteorological Organization Global Atmosphere Watch precipitation chemistry data for over ten years. The intention is to move this program to a more suitable institutional setting capable of meeting data management and quality assurance reporting requirements. The transition process is expected to take approximately seven months, and due to the specialized nature and unique capabilities at SUNY, a Justification for Other than Full and Open Competition has been filed. The contract is managed by NOAA's Department of Commerce office located in Silver Spring, Maryland, with designated points of contact including a Contract Specialist and a Contracting Officer to oversee the process. This negotiation reflects NOAA’s goal of ensuring the continuity and integrity of crucial environmental data while shifting operational responsibilities to a setting better equipped to maintain compliance with quality standards.
