AI Contract Overview
The Veterans Health Administration’s Program Contracting Activity Central is seeking information from potential vendors to support the upcoming acquisition of a 5-Minute Consult Subscription service, a web-based clinical decision support tool designed for nationwide use by VHA healthcare providers. The requirement is for a commercial off-the-shelf solution providing access to over 2,000 diseases and conditions, 1,900 drug monographs, procedural videos, diagnostic algorithms, patient education materials, and continuing education credits, all integrated with VA networks and CPRS systems. The service must be accessible via standard web browsers with remote connectivity options including VPN and dial-up, use session cookies only to protect privacy, and be fully Section 508 compliant. Contractors must demonstrate they are authorized resellers of Wolters-Kluwer’s 5-Minute Consult with documentation no older than two years and must confirm whether the service is already available under a GSA contract. The government anticipates a Firm-Fixed-Price, single-award contract with a twelve-month base period and four optional twelve-month extensions, and responses will help determine potential small business set-asides under the rule of two. Respondents are required to provide detailed information on their entity, including UEI, point of contact details, and socioeconomic status indicators such as Small Business, SDVOSB, VOSB, HUBZone, 8(a), SDB, or WOSB eligibility. Those claiming small business or veteran-owned status must describe in detail how they will comply with FAR 52.219-14 or VAAR 852.219-75 limitations on subcontracting, specifying percentages of work performed by the prime versus subcontractors across labor, materials, and direct costs. The vendor must assign a single point of contact to respond to VA inquiries within two business days and ensure uninterrupted access to content, including printable and sharable materials for educational use. While no formal evaluation factors or pricing details are included at this stage, compliance with technical specifications, content currency, accessibility, and subcontracting transparency are critical to the government’s decision-making process. Responses must be submitted via email no later than May 15, 2026, with all correspondence referencing the solicitation number 36C77626Q0188 and project title, and no phone calls or hard copies will be accepted. This sources sought notice is purely for planning purposes and does not obligate the government to proceed with a solicitation or award.
