AI Contract Overview
The Veterans Health Administration’s Program Contracting Activity Central is seeking information from industry to plan for a potential contract to procure a comprehensive Pharma Drug Database Subscription, which will serve as an enterprise-wide Online Drug Information Resource for VA healthcare providers across more than 1,700 facilities. The government anticipates awarding a single Firm-Fixed-Price contract with a 12-month base period and four optional 12-month extensions, potentially totaling five years, to supply a web-based clinical decision-support platform. The system must provide up-to-date drug monographs, interactive drug interaction and IV compatibility tools, toxicology and overdose protocols, medication identification features, clinical calculators, and bilingual patient education materials in English and Spanish at a sixth-grade reading level. It must support 24/7 access for unlimited users, integrate seamlessly with VA’s electronic health record systems, be fully accessible on mobile devices, comply with Section 508 and WCAG 2.1 AA accessibility standards, and deliver weekly routine updates with emergency updates within 24 hours for critical safety information. Federated authentication through VA’s identity systems and secure remote access via VPN and Citrix are required, with all content required to be evidence-based and aligned with FDA and AMA guidelines. Respondents must provide detailed entity information including UEI number, point of contact details, and their small business status under NAICS code 519290, selecting from categories such as Small Business, HUBZone, 8(a), SDB, WOSB, SDVOSB, VOSB, or Large Business. Authorized resellers must submit verifiable documentation, no more than two years old, proving their right to resell the specific database. Contractors offering the service through a GSA contract must disclose the contract number. A critical requirement is a detailed compliance statement for limitation on subcontracting, identifying the percentage of work the prime will perform directly versus that subcontracted to similarly situated entities and other subcontractors, with clear allocation of labor, materials, and direct costs. Responses must be submitted by May 8, 2026, via email with a prescribed subject line format and must exclude any proprietary, classified, or sensitive information. The government will use this information solely to determine eligibility for a small business set-aside under the rule of two and to develop a formal solicitation; no award or obligation is implied by this request, and responses will not be acknowledged or returned. The contract will be administered by the VA’s PCAC office in Independence,
