R614--Sources Sought Document Destruction Services for Maryland and Iowa

The Department of Veterans Affairs Veterans Benefits Administration is seeking information through a Sources Sought notice to identify certified Service-Disabled Veteran-Owned Small Businesses or Veteran-Owned Small Businesses capable of providing on-site document destruction services at three specified locations: two in Baltimore, Maryland, and one in Des Moines, Iowa. The services involve monthly pickup and destruction of sensitive materials—including paper, photographs, microfilm, CDs/DVDs, and digital storage devices—using secure, locking 65-gallon wheeled bins provided by the contractor, each requiring a key or combination lock accessible to designated VA personnel. Destruction must occur on-site using mobile units that meet NAID certification standards and ensure data is rendered irrecoverable through cross-cut shredding, pulping, maceration, or burning, in full compliance with VA Directive 6371 and VA Handbook 6500.6. Contractors must also provide certification of destruction after each service, issue monthly invoices through Tungsten 30 days in arrears, and ensure all personnel wear marked uniforms with nametags while on government property. The anticipated contract would have a 12-month base period with four optional 12-month extension periods, potentially extending performance to five years, and may include additional bins at the same per-unit rate if needed. Only electronic responses submitted via email to the Contracting Officer by the deadline are accepted, and respondents must provide their SAM Unique Entity ID and self-certify their SDVOSB or VOSB status; no payment will be made for response preparation. This notice is strictly for market research and does not constitute a solicitation, nor does it obligate the government to award a contract. Services are limited to standard business hours Monday through Friday, excluding federal holidays, with contractor vehicles subject to security restrictions such as not parking near building air intakes. All handling and transport of materials containing Personal Identifying Information must ensure confidentiality from collection through final destruction.
