RAD Capital needs Assessment and CNA e-Tool

The Dickson Housing Authority is soliciting proposals for the RAD Capital needs Assessment and CNA e-Tool project, identified by solicitation number 2026-07-29. The selected contractor will perform five specific assessments across three public housing properties in Dickson, Tennessee: a RAD Physical Condition Assessment, a Green Physical Condition Assessment, an ASHRAE Level 2 Energy Audit, a CNA e-Tool with a 20-year financial model, and a True-Up CNA e-Tool. The contract will be awarded based on a best-value trade-off, with evaluation criteria heavily weighted toward experience with similar RAD PCA inspections (30 points), the capability to meet schedules (20 points), staff qualifications (20 points), and cost (20 points), with additional points awarded for local presence and MBE/WBE/DBE status. Proposals must be submitted in triplicate hard copy by August 21, 2026, following a strict nine-tab format including organization history, staffing, and HUD certifications. The contractor is required to maintain significant insurance coverages, including 2 million dollars for both general and professional liability. The project is managed by Executive Director and Contracting Officer Bernadette Mekalska and is funded through the HUD RAD program.
