The contract seeks qualified small business contractors to redesign and manufacture a DC servo-amplifier for the NEXRAD WSR-88D Radar Antenna Positioning System used by the National Weather Service's Radar Operations Center. The servo-amplifier is intended as a form, fit, and function replacement for the legacy units, compatible with existing servo motors and chokes and interchangeable between azimuth and elevation axes. This redesign aims to address component obsolescence and reliability issues in the current design, while also improving maintainability and reducing life-cycle costs. The solicitation, with an anticipated issue date of July 30, 2009, restricts submissions to small businesses under NAICS code 334419, with multiple awards expected to two contractors. The contract includes a base award for design and prototype development, followed by options for manufacturing low-rate initial production (LRIP) units and additional production runs over subsequent years. Each contractor will deliver two first-article prototype units for government testing and evaluation before proceeding to manufacturing options. The government may request design changes based on performance results, with opportunities for revised pricing proposals. Payment for the design prototype phase occurs upon acceptance of the first articles. Contractors must be registered in the Central Contractor Registry and complete required certifications to be eligible, with encouragement for participation from woman-owned, minority-owned, HUBZone, veteran-owned, and service-disabled veteran-owned small businesses. The contract is managed by the Department of Commerce, with points of contact provided for further information.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
