RADIAC AND RADCON PROGRAM PROFESSIONAL SUPPORT SERVICES

The Naval Surface Warfare Center, Corona Division, is soliciting professional support services for the Naval Sea Systems Command Radiation Detection, Indication, and Computation (RADIAC) and Radiological Controls (RADCON) Program Offices. This competitive acquisition is restricted to SeaPort-NxG MAC holders and is structured as a Cost-Plus-Fixed-Fee, Level-of-Effort Task Order. The period of performance consists of a one-year base period from March 31, 2027, to March 30, 2028, with four subsequent one-year options extending through March 30, 2032. The scope of work involves providing engineering, logistics, technical writing, IT, and management analyst support to manage the lifecycle of over 40,000 RADIAC instruments and 400,000 dosimeters, as well as overseeing radiation protection programs such as the Radiological Affairs Support Program and the Low Level Radioactive Waste Program. The contract requires a specific labor mix, including a Senior Program Manager and various engineering and IT roles, with mandatory educational and professional experience requirements. Key deliverables include technical manual revisions, product engineering design data, and administrative support via the RADIAC SharePoint portal. Performance will be monitored through a Quality Assurance Surveillance Plan and reported via the Contractor Performance Assessment Reporting System. Award decisions will be based on technical approach, management and personnel strategies, and past performance, with the technical factor carrying the highest relative importance. Security requirements include a Secret facility security clearance and adherence to strict marking standards for classified and controlled unclassified information.
