The Railroad Employee Fatigue and Scheduling Pilot Program is a congressionally mandated procurement and addresses a novel requirement within FRA’s fatigue research portfolio. Although FRA maintains an ongoing fatigue research program, this pilot is unique because it requires real-world collaboration with freight rail partners to test crew scheduling practices, notification timelines, and alert requirements specified by statute. This effort is not the acquisition of a commercial product; rather, it is an applied research and pilot-testing activity that resembles test and evaluation more than traditional procurement.
