RCCD - MVC-Mechanical Plant II Expansion & Chiller Upgrade NOE

The Riverside Community College District is planning the Mechanical Plant II Expansion and Chiller Upgrade at Moreno Valley College in Riverside, California. The project involves the construction of a new Mechanical Plant II building of approximately 1,860 square feet adjacent to the existing facility, along with a new Cooling Central Plant. To provide additional heating and cooling capabilities, the new plant will be connected to the Library Learning and Resource Center via approximately 2,000 linear feet of underground hydronic piping. This project is currently listed as a forecast with a posted date of September 17, 2026. According to the Notice of Exemption dated September 16, 2026, the project is exempt from environmental review under CEQA Guidelines Class 14 and Class 3, as it consists of minor additions to school facilities and small structures located within the existing campus footprint.
