AI Contract Overview
The solicitation N0018926RB003Rev0001, issued by the Navy Supply Systems Command Fleet Logistics Center Norfolk, reissues a previously canceled requirement for comprehensive IT and IT-related support services to support the Deputy Under Secretary of the Navy (Management) – Information Technology Division. This effort is exclusively open to holders of SeaPort-NxG contracts, with any submissions from non-contract holders automatically disqualified. The work encompasses a broad range of technical services including database administration, software development, data center operations and migration, network and system administration, information assurance, portfolio management, helpdesk support, video teleconferencing, telecommunications, NMCI tech refreshes, mobility upgrades, SharePoint and portal maintenance, and engineering and integration of hardware and software systems for the SECNAV Headquarters. The requirement is structured as a two-step process: Step One establishes viability through submission of foundational information, and only those deemed viable receive an invitation to submit a non-cost and cost quote in Step Two, with both steps subject to strict deadlines extending to June 22, 2026, for final submissions. All proposals must be submitted in two separate volumes—Volume I for non-cost technical approach and Volume II for cost—following precise formatting rules, and the inclusion of classified data is strictly prohibited. The contract award will be made on a best value basis, prioritizing the non-cost technical evaluation significantly over cost, with performance approach and past performance being the top evaluation factors. The government will conduct rigorous quality assurance surveillance through a Quality Assurance Surveillance Plan requiring 100% inspection of all deliverables, with an Acceptable Quality Level defined as greater than 95% of deliverables submitted on time and without rework, and greater than 98% of personnel fully qualified per labor category descriptions. The base period of performance commences July 16, 2026, and extends through July 15, 2027, with multiple options for annual renewals up to January 15, 2032. The contract incorporates mandatory clauses for government property use, prompt payment discounts, personal identity verification, antiterrorism training, cybersecurity safeguards (including 252.204-7012 with deviation), safeguarding covered defense information, and compliance with cybersecurity frameworks such as FISMA, RMF, STIGs, and Public Law 508. Contractors must maintain a quarterly compliance matrix and ensure all personnel meet required security clearances
