The U.S. Army Corps of Engineers - St. Paul District requires a State of Minnesota certified General Appraiser to perform a real estate appraisal and prepare a report to be used by the Government in connection with a proposed acquisition of specified real property rights. The property is approximately 331.33 acres adjacent to the Mississippi River known as Lower Grey Cloud Island at Cottage Grove in Washington County, Minnesota. The site is a largely depleted gravel mining pit the Government intends to use for placement of dredged material. This requirement was previously solicited, but no contract was awarded due to changes in requirements after significant developments impacting the future use of the site became known. This solicitation is 100% set-aside for Small Businesses under NAICS 531320, Offices of Real Estate Appraisers, with a small business size standard of $9.5 million. Offers will be evaluated on the basis of Best Value to the Government, with Technical factors such as Personnel Qualifications, experience writing UASFLA-compliant appraisal reports, and experience with property appraisals involving sand, gravel and aggregate mining, when combined with Past Performance, being more important than price.
