Background and PurposeThe City owns multiple parcels of land within the City of Archer and surrounding public service areas. Some parcels may be considered for public infrastructure, stormwater, wastewater, parks, public facilities, right-of-way, surplus disposition, land assembly, intergovernmental coordination, boundary clarification, or other lawful municipal purposes. The City desires professional assistance to determine the value, boundaries, encumbrances, usable area, legal description needs, and property-specific conditions of selected eligible parcels. The City has not yet determined that every eligible parcel will proceed to appraisal or survey. The resulting contract is intended to allow the City to authorize specific parcels as needs are confirmed. The purpose of this solicitation is to establish a defensible, transparent, and flexible process that allows the City to: obtain qualified appraisal services for selected parcels; obtain qualified surveying and mapping services for selected parcels; allow firms to submit appraisal-only, survey-only, or joint proposals; reserve the right to choose which eligible parcels proceed after award; avoid quoting, pricing, or procuring services for red and yellow parcels identified in the City-owned property spreadsheet; support future City Commission decisions involving surplus, acquisition, disposition, infrastructure, parks, rights-of-way, and capital planning; and maintain compliance with applicable City procurement policy, Florida law, professional standards, and public records requirements.
3. Legal Authority and Mandatory ComplianceThis solicitation and any resulting agreement shall be governed by the City of Archer Purchasing & Procurement Policy Manual (2026-2027 Edition), as adopted by Resolution 2026-15, and all applicable federal, state, and local laws, rules, regulations, ordinances, policies, and professional standards. The following authorities are specifically incorporated by reference to the extent applicable: City of Archer Purchasing & Procurement Policy Manual (2026-2027 Edition), including formal competitive procurement requirements, RFP procedures, ethics requirements, cone-of-silence requirements, public notice requirements, City Commission award requirements, and CCNA procedures. Solicitation Structure: Component and Joint ProposalsProposers may submit under one of the following structures: 1.Component 1 only: Appraisal Services. The proposer responds as an appraiser/appraisal firm and submits the required appraisal qualifications, methodology, schedule, references, and appraisal fee schedule. 2.Component 2 only: Surveying & Mapping Services. The proposer responds as a professional surveying and mapping firm and submits qualifications, methodology, schedule, references, and required CCNA certifications. No survey price, fee, rate, or compensation information shall be included in the initial response. 3.Joint Proposal: Appraisal Services and Surveying & Mapping Services. A single prime firm, team, or joint venture may submit a combined response. The proposal must clearly identify the appraisal lead, survey lead, legal relationships among team members, licenses, responsibilities, and whether any subcontractors are proposed. The appraisal portion may include appraisal pricing; the survey portion shall not include compensation information until the City initiates CCNA negotiation after ranking. The City may evaluate and award each component separately. A joint proposal does not guarantee a joint award. A firm may be selected for appraisal services and not selected for survey services, or vice versa. The City may also award to multiple firms if it determines that multiple awards are in the City’s best interest due to independence, statutory appraisal requirements, capacity, conflicts, schedule, parcel complexity, or the need for multiple appraisals. 4.1 CCNA Compliance for Surveying and MappingSurveying and mapping services are professional services subject to section 287.055, Florida Statutes. Therefore, the City shall select surveying and mapping firms based on qualifications, competence, capacity, relevant experience, and other lawful factors before negotiating compensation. Proposers responding to Component 2 shall not include compensation, fee schedules, hourly rates, unit prices, not-to-exceed amounts, estimated survey costs, or any other price information in the initial proposal. Submission of survey compensation information in the initial response may result in rejection of the survey portion of the proposal. After qualification evaluation, public ranking, and City Commission authorization, the City may negotiate compensation with the top-ranked survey firm. If the City cannot reach a fair, competitive, and reasonable agreement with the top-ranked firm, the City may formally terminate negotiations and proceed to negotiate with the next-ranked firm in accordance with CCNA procedures. 5. Parcel Pool, Exclusions, and City Reservation of RightsThe City-owned property spreadsheet provided by the City contains color-coded parcels. The red and yellow parcels are excluded from this solicitation for quote/pricing purposes. Proposers shall not quote, price, include, or rely on red or yellow parcels as part of their proposed fee schedule, workload plan, or initial task-order assumptions. The eligible parcel pool is listed in Attachment A. Attachment B lists the red and yellow parcels solely to confirm that they are excluded from pricing and task-order consideration under this solicitation unless the City later issues a separate written procurement, addendum, or legally sufficient authorization. The City expressly reserves the following rights: to select all, some, or none of the eligible parcels for appraisal, survey, or both; to phase work over multiple task orders and budget periods; to award appraisal services and surveying services separately or jointly; to issue no task order after award if the City determines that work is not needed, not funded, not legally advisable, or not in the City’s best interest; to remove any parcel from consideration before or after award; to request updated pricing for appraisal services if substantial parcel facts change; to negotiate survey scope and compensation only after CCNA ranking and authorization; to require title commitments, deeds, plats, prior surveys, environmental records, or other supporting documents before authorizing a parcel task order; to reject all proposals, waive minor irregularities, cancel the solicitation, or reissue the solicitation; and to seek City Commission approval before contract award, task-order authorization, parcel disposition, property acquisition, or other action requiring Commission approval.This solicitation shall not be construed as a declaration that any property is surplus, an offer to sell property, an offer to purchase property, or a commitment to proceed with any real estate transaction. Any future property disposition, acquisition, or use decision shall be separately reviewed and approved as required by law. 6. Scope of Services - Component 1: Appraisal ServicesThe selected appraiser shall provide appraisal services for City-selected eligible parcels as authorized by written task order. The City may request a full narrative appraisal report, restricted appraisal report, appraisal update, review appraisal, market rent analysis, highest-and-best-use analysis, or other appraisal-related services depending on the parcel and municipal purpose. 6.1 Required Appraisal Services
Review parcel information provided by the City, including parcel identification numbers, legal descriptions if available, deeds, plats, GIS maps, zoning/land use records, prior appraisals, known title issues, and known public uses. Identify the property interest to be valued, including fee simple, easement, partial interest, right-of-way, utility-related interest, surplus tract, encumbered parcel, or other interest specified in the task order. Determine the effective date of value and intended use of the appraisal. Conduct appropriate market research, comparable sales analysis, land value analysis, highest and best use analysis, and reconciliation of value. Identify assumptions, limiting conditions, extraordinary assumptions, hypothetical conditions, and known uncertainties. Address zoning, future land use, access, floodplain, wetlands indicators, utility availability, encroachments, irregular parcel shape, title limitations, contamination concerns, public use restrictions, and other conditions materially affecting value, to the extent reasonably ascertainable. Coordinate with the City and surveyor where a survey, sketch, legal description, acreage confirmation, easement description, or boundary clarification is needed. Prepare appraisal reports in compliance with USPAP and applicable Florida law. Provide digital PDF deliverables and editable supporting schedules when requested. Attend staff meetings, evaluation meetings, City Commission meetings, mediation, negotiation, administrative proceedings, or hearings when requested by task order. Maintain required records and work files in accordance with professional standards and applicable law.
6.2 Appraisal Report RequirementsUnless otherwise authorized in writing, each appraisal report shall include: client and intended user identification; intended use; property identification and parcel number; property rights appraised; effective date and report date; scope of work; site description, location map, aerial map, tax map, photographs, and relevant GIS data; zoning and future land use summary; flood zone and apparent environmental considerations based on available public information; highest and best use analysis; valuation approaches considered and applied; comparable sales data with source documentation; reconciliation and final opinion of value; certification signed by the responsible Florida-certified appraiser; appraiser qualifications/license information; and appendices containing supporting data, legal descriptions, survey references, assumptions, and limiting conditions.
6.3 Confidentiality for Acquisition-Related AppraisalsIf a task order is connected to a potential municipal acquisition of real property, the selected appraiser shall comply with the City’s written confidentiality instructions and applicable law, including statutory exemptions for certain appraisals, offers, and counteroffers. The appraiser shall not disclose confidential appraisal information except as authorized by the City in writing or as required by law. 7. Scope of Services - Component 2: Surveying & Mapping ServicesThe selected professional surveyor and mapper shall provide surveying and mapping services for City-selected eligible parcels as authorized by written task order. The exact survey scope may vary by parcel. The City may request boundary surveys, topographic surveys, sketches and legal descriptions, right-of-way surveys, easement descriptions, monumentation, encroachment identification, GIS/CAD deliverables, or other survey-related services. 7.1 Required Surveying and Mapping Services
Review deeds, plats, right-of-way maps, prior surveys, tax maps, title commitments if provided, record documents, GIS data, City records, and field conditions. Perform field reconnaissance and measurements necessary to complete the authorized survey scope. Prepare boundary surveys for selected parcels, including identification of property corners, monuments found or set, encroachments, improvements, apparent possession lines, fences, roads, easements of record provided to the surveyor, visible utilities, and other features required by the task order. Prepare sketches and legal descriptions for surplus disposition, easements, dedications, utility purposes, parcel splits, or other municipal needs when requested. Prepare topographic survey data when requested, including contours, spot elevations, drainage features, utilities visible at the surface, trees or significant improvements if required, and benchmarks/control. Provide CAD files, GIS-compatible files, signed and sealed PDF survey maps, field notes, point files, and other digital deliverables specified by task order. Coordinate with the City, City Engineer, appraiser, title company, legal counsel, or other City consultants as directed. Identify potential boundary conflicts, title/survey discrepancies, access limitations, right-of-way issues, encroachments, and mapping inconsistencies. Prepare deliverables in accordance with Chapter 472, Florida Statutes, Chapter 5J-17, Florida Administrative Code, applicable Standards of Practice, and any other governing professional standards. Attend staff meetings, Commission meetings, public meetings, hearings, or other meetings when authorized by task order.
7.2 Survey Deliverable RequirementsUnless otherwise modified by written task order, survey deliverables shall include: signed and sealed PDF survey map or sketch/legal description; AutoCAD DWG and/or DXF file, if requested; GIS-compatible shapefile, geodatabase, or other GIS data if requested; legal description in Microsoft Word format when requested; surveyor’s report describing basis of bearings, control, documents reviewed, limitations, encroachments, discrepancies, and matters requiring City attention; field notes and point files when requested; copies of relied-upon record documents obtained by the surveyor that are not already held by the City; and certification to the City of Archer and other parties specifically identified by the City, when legally and professionally permissible.
7.3 Title, Record Documents, and AccessThe City may provide deeds, plats, prior surveys, title commitments, easement documents, or other records if available. Unless specifically included in a task order, the selected surveyor is not required to obtain a title commitment. The surveyor shall identify additional record documents needed to complete the survey and may be authorized by task order to obtain them. The City will coordinate reasonable access to City-owned parcels; however, if field access to adjacent property is necessary, the surveyor shall comply with applicable law and coordinate with the City before entry. 8. Optional and Supplemental ServicesThe City may request optional services under a written task order. Optional services may include, without limitation: title research coordination; review of title commitments and exception documents; environmental records review or Phase I coordination; wetland or floodplain screening coordination; appraisal review services or second appraisal services; litigation support, expert testimony, mediation support, or negotiation support; public meeting attendance and presentations; updated appraisals or recertification of value; survey updates, recordation exhibits, dedication exhibits, easement exhibits, or right-of-way exhibits; coordination with Alachua County Property Appraiser, Clerk of Court, title companies, City Engineer, City Attorney, grant agencies, or other governmental entities; GIS mapping products and City parcel inventory support; and any other appraisal-, real estate-, or survey-related professional service authorized by task order and lawful under the selected firm’s license.
9. Deliverables, Task Orders, and PhasingThe City intends to use task orders to authorize specific parcels and services. A master agreement may be executed after award, but no work shall begin until a written task order, purchase order, or written notice to proceed is issued by the City. 9.1 Task Order ContentsEach task order may include: parcel number(s); service component(s) authorized; property interest or survey type; deliverables; known records and assumptions; schedule and milestone dates; not-to-exceed fee, lump sum, or negotiated compensation method; meeting requirements; reimbursable expenses, if any; special confidentiality requirements; grant or funding requirements, if applicable; and City staff contact and invoice instructions.
9.2 Phasing and No Minimum GuaranteeThe City may phase work in any manner it determines is in the public interest. The City may authorize a single parcel, a group of parcels, only appraisal services, only survey services, both appraisal and survey services, or no work. Award of a contract is not authorization to proceed and does not guarantee compensation unless a specific task order is issued and performed in accordance with the contract. 10. Minimum Qualifications and Licensing 10.1 Appraisal Services
The responsible appraiser shall hold an active Florida Certified General Real Estate Appraiser license unless the City determines in writing that another active Florida appraisal credential is sufficient for a specific parcel and intended use. The appraiser shall be competent under USPAP to appraise municipal, public-use, vacant land, utility-related, right-of-way, surplus, park, stormwater, wastewater, or irregular parcels, as applicable. The appraiser shall have experience with Florida municipal or governmental clients, public records considerations, surplus or acquisition-related valuation, and public meeting support. The appraiser shall disclose any conflict of interest, prior valuation, brokerage, development, ownership, representation, or financial interest involving any eligible parcel or adjacent property.
10.2 Surveying & Mapping Services
The responsible surveyor shall be an active Florida Professional Surveyor and Mapper licensed under Chapter 472, Florida Statutes. The surveying firm shall be legally authorized to provide surveying and mapping services in Florida. The surveyor shall have experience with municipal parcels, rights-of-way, utility parcels, stormwater parcels, park parcels, irregular tracts, surplus property exhibits, legal descriptions, easements, and public records coordination. The surveyor shall disclose any conflict of interest, prior survey, development, ownership, representation, or financial interest involving any eligible parcel or adjacent property.
10.3 Joint Teams and SubconsultantsJoint proposers must identify the lead firm, all subconsultants, the licensed professional responsible for each component, and the contractual relationship among team members. The City may require replacement of a subconsultant if a conflict, licensing issue, capacity issue, or legal issue is identified. 11. Evaluation, Ranking, Negotiation, and AwardThe City may appoint an evaluation committee to review proposals, determine responsiveness, score proposals, conduct interviews or presentations, rank firms, and recommend award or negotiation. The City Commission shall make the final award decision at a public meeting unless otherwise authorized by law. 13.1 Component 1 Appraisal EvaluationAppraisal proposals may be evaluated using qualifications, experience, methodology, schedule, pricing, references, and other criteria stated in this solicitation. The City may negotiate final terms, task-order procedures, and pricing with the highest-ranked proposer or proposers. 13.2 Component 2 Surveying & Mapping EvaluationSurveying and mapping proposals shall be evaluated and ranked under CCNA procedures without considering compensation. The City may conduct discussions or presentations with no fewer than three firms when required by law and when a sufficient number of qualified firms respond. The City shall rank firms in order of qualification and negotiate compensation only after ranking and authorization. 13.3 Joint ProposalsJoint proposals will be evaluated separately for each component. The City may give consideration to coordination benefits, schedule efficiencies, single-point responsibility, and consistency of deliverables, but survey compensation shall not be considered before CCNA ranking. 13.4 Award OptionsThe City may: award a master agreement for appraisal services; award a master agreement for surveying and mapping services after CCNA negotiation; award separate agreements to separate firms; award a joint agreement to a combined team if legally appropriate; award multiple agreements to preserve capacity, independence, or statutory appraisal needs; reject all proposals and resolicit; or cancel the procurement if award is not in the City’s best interest.

No survey price, rate, fee, cost, compensation proposal, or other pricing information shall be scored, requested, included, accepted, opened, or considered during the initial CCNA evaluation and ranking process. 15. Contract Terms and Required Conditions 15.1 TermThe City anticipates an initial agreement term of one (1) year, with up to two (2) optional one-year renewals if approved by the City and the selected firm. The City may also negotiate a shorter or longer term if lawful and in the City’s best interest. The contract shall include a termination clause. 15.2 Compensation and InvoicingCompensation shall be authorized only by written task order, purchase order, or written notice to proceed. Invoices shall identify the parcel number, task order number, services performed, deliverables completed, percentage complete if applicable, and reimbursable expenses if authorized. The City shall not pay for unauthorized work. 15.3 InsuranceBefore beginning work, the selected firm shall provide certificates of insurance acceptable to the City. Unless modified by the City, minimum coverage shall include: Commercial General Liability: $1,000,000 per occurrence and $2,000,000 aggregate. Automobile Liability: $1,000,000 combined single limit. Workers’ Compensation: statutory limits and employer’s liability as required by law. Professional Liability / Errors and Omissions: $1,000,000 per claim and aggregate, maintained during the contract and for at least three years after final deliverable, unless otherwise approved. The City shall be named as an additional insured where appropriate, except on professional liability and workers’ compensation policies.
15.4 Indemnification and Sovereign ImmunityThe selected firm shall indemnify and hold harmless the City, its officers, officials, employees, and agents from claims, damages, losses, and expenses arising out of the firm’s negligent acts, errors, omissions, or willful misconduct, to the extent permitted by law. Nothing in the contract shall be construed as a waiver of the City’s sovereign immunity or limits of liability under section 768.28, Florida Statutes. 15.5 Public RecordsThe selected firm shall comply with Chapter 119, Florida Statutes, and any public records provisions required by the City. If the firm acts on behalf of the City, the firm shall keep and maintain public records required by the City, provide records upon request, protect exempt or confidential information, and transfer records to the City upon completion or termination as required by law. 15.6 Conflicts of InterestProposers must disclose all actual, apparent, or potential conflicts of interest. The City may reject a proposal, decline a task order, require mitigation, or terminate a contract if a conflict exists or arises. 15.7 SubconsultantsNo subconsultant may be added, removed, or materially changed without City approval. The selected firm remains responsible for subconsultant performance, deliverables, insurance, licensing, and compliance. 15.8 Records, Work Product, and OwnershipAll reports, maps, legal descriptions, CAD/GIS files, data, research, field notes, photographs, and work products prepared for the City shall become the property of the City upon payment for the applicable task order, subject to professional standards, licensing rules, and applicable law. 15.9 Lobbying, Gratuities, and Cone of SilenceThe City may disqualify any proposer that violates the cone of silence, offers gratuities, provides improper inducements, obtains non-public source selection information, or attempts to influence the procurement outside the authorized process. 15.10 Protest ProcedureAny protest shall comply with the City’s procurement policy and the procedure stated in the solicitation or notice of intended award. Failure to timely file a notice of intent to protest, formal protest, and required protest bond, if applicable, shall constitute a waiver of protest rights. 15.11 E-Verify, Public Entity Crimes, and Scrutinized CompaniesThe selected firm shall comply with applicable Florida statutory requirements concerning E-Verify, public entity crimes, and scrutinized companies. Required certifications are included in Attachment C. 15.12 Reservation of RightsThe City reserves all rights available under law and City policy, including the right to reject any or all proposals, waive minor informalities, seek clarification, conduct interviews, negotiate, cancel, reissue, amend, award by component, award multiple contracts, or take any action determined to be in the City’s best interest. 16.
