Full Description

The U.S. Department of Agriculture ( USDA ), Agriculture Research Service ( ARS ), Invasive Insect Biocontrol and Behavior Laboratory ( IIBBL ) intends to award a sole source, fixed price purchase order for the base year award and four additional option years to the vendor: Elsevier B.V., located at Radarweg 29, 1043 NX Amsterdam, The Netherlands, for unlimited access and on-line support for the electronic subscription Reaxys Xcelerate. Reaxys Xcelerate will be used by ( IIBBL ) to search and retrieve authoritative information in organic, inorganic and organometallic chemistryfor mission critical research. The proposed award is being issued under Authority of FAR 6.302-1 ( b ) ( i ), only one responsible source and no other supplies or services will satisfy agency requirements. Reaxys Xcelerate by Elsevier contains an extensive repository of experimentally validated data drawn from source publications selected for their importance and relevance to synthetic chemists Electronic access to the aforementioned data is proprietary and can only be granted by Elsevier B.V. The applicable "North American Industrial Classification Code" (NAICS ) Code is: 517919 with a size standard of $30 million. THIS NOTICE INTENT IS NOT A REQUEST FOR QUOTATIONS. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The purchase made will be made under simplified acquisition procedures, other than Full and Open Competition authorized by FAR 6.302-1, and Statutory Authority: 10 USC 2304 (C ) ( 1) as implemented by FAR6.302-1 Vendors who believe they can provide electronic access to Reaxys Xcelerate (or) who are authorized distributors of Reaxys Xcelerate by Elsevier B.V., are invited to submit substantiating documentation in writing to the identified point of contact within 5 days after publication of this notice.
