Reject - Eisenhower Drive Signalization Upgrade Project

Hanover Borough is soliciting bids for the Eisenhower Drive Signalization Upgrade Project, with all submissions required through the PennBID portal by 2:00 PM on Thursday, July 16, 2026. The work encompasses comprehensive traffic signal improvements including installation of controller cabinets, controllers, electrical service, battery backup systems, signal heads, pedestrian signals, conduits, junction boxes, and pavement markings adhering to PennDOT Publication 408 standards. The scope also includes mobilization and demobilization, traffic control, roadway paving, curb and sidewalk construction, and directional boring, with all work governed by current PennDOT specifications except where modified, such as the exclusion of Superpave volumetric testing and PennDOT prequalification requirements. Bids must be accompanied by a certified check or bid bond equal to 10% of the total bid amount, issued by a surety licensed in Pennsylvania, and must include electronically submitted documents including the Anti-Collusion Affidavit, Worker’s Compensation Affidavit, Public Works Verification Form, and Bid Security Bond. The contract is subject to Pennsylvania Prevailing Wage laws, OSHA standards, the Pennsylvania One Call Act, the Human Relations Act, and the Public Works Employment Verification Act, with compliance required for non-discrimination, ADA, and contractor integrity provisions. Payment is based on unit prices listed in the Schedule of Prices, each of which includes contractor overhead and profit, with retainage applicable per Article 14 of the General Conditions. The contractor must submit Applications for Payment processed by the Engineer, and the Total Schedule of Values must align with the Contract Price. Liquidated damages of $500 per calendar day apply for any failure to complete work by March 12, 2027. Contractors must notify the Borough five working days prior to commencement and obtain all necessary permits, ensuring permanent pavement restoration is completed before permit expiration. Awards will be determined by aggregate totals for like items, hauling distance for FOB Source bids, and material suitability as determined by the Borough. All questions must be submitted online via PennBID before 4:00 PM on Tuesday, July 14, 2026, and Hanover Borough Council reserves the right to accept or reject any or all bids without obligation.
