Pulaski County is seeking competitive sealed bids to establish a contract for law enforcement uniforms and equipment, with all responses to be submitted exclusively through the designated application by February 2, 2024. The bid process emphasizes strict adherence to submission deadlines, with no acceptance of bids via telephone, fax, mail, or other means, and prohibits modifications or withdrawals after the deadline. The award is contingent upon available funds, and delivery timelines will influence contract decisions, with bidders encouraged to specify the earliest possible completion date. The specifications aim to meet minimum standards, allowing for "equal" products if objections are properly submitted in advance. Bidders must comply with detailed terms outlined in the County’s standard conditions, including warranty, insurance, bid bonds, and performance bonds, as well as adherence to Arkansas laws governing contracts. Additional documentation includes disclosure forms for vendors, certification of local business preference, and guidelines ensuring compliance with County policies on contract restrictions, non-appropriation clauses, and legal obligations. The procurement process is managed by Tashika Keown, with contact details provided for inquiries. This comprehensive approach ensures transparency, fairness, and compliance with County and state regulations in awarding the contract for law enforcement uniforms and equipment.
