The General Services Administration (GSA) is preparing to establish Government-wide Blanket Purchase Agreements (BPAs) for Comprehensive Professional Energy Services under the Multiple Award Schedule (MAS) program, specifically through the 03FAC and 00CORP MAS schedules. This initiative supports the American Recovery and Reinvestment Act (ARRA) of 2009 and aligns with federal environmental goals by promoting energy efficiency, infrastructure improvement, and sustainable practices. The effort is conducted under the Federal Strategic Sourcing Initiative (FSSI), which aims to achieve cost savings via better pricing, enhanced value through environmental benefits, streamlined processes, performance monitoring with quality metrics, and improved business intelligence. Contractors eligible to participate must be on the MAS program and able to offer services across a broad range of Special Item Numbers (SINs) including Energy Management Planning, Training, Metering, Building Commissioning, Energy Audits, Resource Efficiency, Innovations in Energy, and Water Conservation, among others. The solicitation requires proposers to provide services directly or through teaming arrangements and encourages collaboration between contractors holding different MAS schedules to cover the full scope. The procurement excludes certain SINs (871-200 and 871-201) and will be released as an RFQ through GSA’s e-Buy system, available only to MAS contract holders. Submissions will be due within approximately 20 business days after issuance. The contracting activity is managed by GSA offices in Washington, DC, with performance in Arlington, VA, and key contacts available for assistance.

THIS OPPORTUNITY WILL ONLY BE AVAILABLE TO CONTRACTORS UNDER THE GSA MULTIPLE AWARD SCHEDULE (MAS) PROGRAM VIA THE 03FAC AND 00CORP MAS SCHEDULES. The General Services Administration is seeking to establish Government-wide Blanket Purchase Agreements (BPAs) for Comprehensive Professional Energy Services, as a result of the American Recovery and Reinvestment Act of 2009 and other Federal environmental initiatives. The American Recovery and Reinvestment Act (ARRA) of 2009 involves investments in the nation's infrastructure, including construction projects, environmental initiatives, and energy initiatives, that will significantly increase the Government's - green initiative program.
