Contract SB1341-11-CN-0011 was awarded to Wiklund Research and Design of Concord, MA, on February 28, 2011, for a total amount of 1,206,648.00 dollars. Issued by the Department of Commerce NIST in accordance with the American Recovery and Reinvestment Act of 2009, the contract requires the provision of all labor, materials, and equipment to develop Usability Guidelines and an Evaluation Framework for Electronic Health Records Systems. All project deliverables must be completed by February 27, 2012, with performance taking place in Gaithersburg, MD. The agreement is structured as a time and materials contract rather than a firm fixed price due to several project uncertainties. These variables include the unknown frequency and location of necessary meetings and the undetermined number of Electronic Health Record Systems available in the professional marketplace. The government determined that a fixed price model would have increased costs and limited competition by shifting too much risk onto the contractor.

RECOVERY - THIS AWARD NOTICE IS ISSUED IN ACCORDANCE WITH THE GUIDANCE FOR THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 AND FAR SUBPART 5.705. Contract Number SB1341-11-CN-0011 was awarded to Wiklund Research and Design of Concord, MA, on February 28, 2011, in the amount of $1,206,648.00. All work must be completed not later than February 27, 2012. Work required under this contract shall provide all labor, materials and equipment necessary to develop Usability Guidelines and an Evaluation Framework for Electronic Health Records Systems. The above referenced work will be completed under a time and materials contract. Due to multiple unknowns associated with the project, a firm fixed price could not be established with any reasonable degree of confidence. Unknowns include: uncertainty regarding the frequency and location of meetings that the Contractor will require to complete the required work; uncertainty with respect to the number of Electronic Health Record Systems (EHRs) available and being utilized in the professional marketplace; and use of a firm fixed price contract was anticipated to limit competition and increase the cost to the Government due to a significant amount of risk.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
