Solicitation # W912CH-26-R-A096
The Army Contracting Command - Detroit Arsenal is soliciting proposals for a five-year, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity contract for the manufacture and delivery of four variants of the S-280C/G Vehicle Mounted Shelter. These lightweight tactical shelters, available in shielded and unshielded configurations with or without mobilizer adapter kits, are designed to protect personnel and sensitive electronic equipment from demanding field environments and electromagnetic interference. The contract has a minimum guaranteed value of 100,000 dollars and a maximum estimated ceiling of 4,000,000 dollars. This is a 100 percent small business set-aside under NAICS 332311. Award will be based on a best-value tradeoff process, weighing technical factors and price with approximately equal importance. Technical evaluation focuses on EMI shielding design and manufacturing processes. Mandatory requirements include First Article Testing and strict adherence to the government-owned Technical Data Package and ASTM E1975-22 standards. The contractor must also provide technical publications and provisioning data. Deliveries are FOB Destination, with an estimated distribution of 75 percent CONUS and 25 percent OCONUS, and a maximum sustained production rate of 20 shelters per month. Proposals must be submitted electronically by October 30, 2026.

RECOVERY - THIS IS NOT A REQUEST FOR QUOTATION. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. ANY PROCUREMENTS RESULTING FROM THIS SOURCES SOUGHT WILL UTILIZE THE AMERICAN RECEOVERY AND REINVESTMENT ACT (ARRA) OF 2009 FUNDING IF IT IS DETERMINED THAT RESPONSIBLE SOURCES CAN SATISFY THE REQUIREMENT. All responsible sources are encouraged to respond to this notice, however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a Magnetically Shielded Room (MSR)for use in an advanced laboratory, for experiments and measurements that require environmental magnetic fields to be reduced to minimal strengths. The MSR must be designed and constructed to minimize environmental magnetic and electromagnetic fields for specialized experiments and measurements. The type of MSR required is a self-contained unit that would be placed into an existing laboratory room. The MSR is typically constructed from several layers of special metal alloys that provide shielding against magnetic and electromagnetic fields. Different metal layers may be composed of mu-metal, nickel-iron alloy, copper, and aluminum. The layers are assembled in specific ways to provide optimal shielding against magnetic and electromagnetic fields. The MSR typically contains a specialized door providing both access and good shielding, and ports of various sizes for ventilation and the passage of wires and cables from the equipment that may be used inside the MSR to outside the enclosure, to permit experiments and measurements to be conducted from outside the MSR. MSRs also have electrical coils exterior to the enclosure to provide active compensation to reduce environmental magnetic fields. It is anticipated that the required shielding will be provided with one or more layers of high permeability material and one or more layers of aluminum, copper, or other conductive material. Potential vendors are encouraged to provide information for products high shielding factors. Door provides full required shielding. Door can be opened by personnel inside the MSR in the event of a power failure, as well as opened externally. Preference for manual doors over automatic doors. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 332311, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture Magnetically Shielded Rooms are requested to email a detailed report describing their abilities to joann.moore@nist.gov (Support Contractor) and cc: todd.hill@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. All information should be sent to joann.moore@nist.gov (Support Contractor) and cc: todd.hill@nist.gov Contracting Office Address: 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640 Gaithersburg, Maryland 20899-1640 Place of Performance: NIST Gaithersburg, Maryland 20899 United States Primary Point of Contact: JoAnn Moore Contractor, Senior Acquisition Specialist Phone: (301) 975-8335 joann.moore@nist.gov Secondary Point of Contact: Todd D. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
