IAW FAR 5.705(b), the following justification for non-competitively awarding contract FA4528-10-D-3001, DO 5000 in the amount of $3,250,000; DO 5001 in the amount of $1,625,000, and Modification DO500101 in the amount of $25,000, totaling $4,900,000, as a sole-source 8(a) set-a-side to Town and Country (T&C) Drilling, Mandan, North Dakota is provided: Subject contract was not awarded competitively, but rather was awarded sole-source under the authority of FAR 19.8(b) and 6.302-5(b)(4). This award was not solicited as 8(a) competitive, because no reasonable expectation existed that at least two eligible and responsible 8(a) firms would submit offers. T & C Drilling, a certified 8(a) firm, is in the business of performing geothermal drilling in the State of North Dakota. They possess the labor, equipment, management capabilities and general capacity necessary to successfully perform the "Repair Missile Alert Facility HVAC system (GSHP)" project.
