Recycling Sponsorship & Management Services RE-SOLICITATION

The City of Cincinnati Office of Environment and Sustainability is seeking a qualified firm to provide turnkey sponsorship planning and management services for its residential recycling infrastructure and program. The scope of work includes sponsorship sales, program strategy, creative design, installation, asset management, and reporting to generate revenue and increase community engagement. This initiative is designed to align with the Green Cincinnati Plan's Zero Waste Focus Area and the Greater Cincinnati Comprehensive Climate Action Plan. Proposals must be submitted electronically via the Bonfire portal by October 28, 2026, at 12:00 PM ET. The contract utilizes a dual compensation structure where City-funded costs for mobilization and implementation are priced as time and materials not to exceed, while compensation derived from sponsorship revenue is based on a commission or revenue-share percentage and is not subject to the T&M ceiling. Awarding will be based on the most advantageous proposal, considering price and weighted evaluation factors. Key requirements include a minimum self-performance threshold of 60 percent, mandatory subcontracting inclusion goals of 3 percent MBE and 4 percent WBE, and strict adherence to Equal Employment Opportunity policies. Contractors must maintain comprehensive insurance coverage, including general liability of at least 1 million dollars per occurrence and professional liability of 1 million dollars per occurrence. Additionally, the agreement mandates compliance with the Cincinnati Municipal Code regarding living wages and the Prompt Payment System. Submissions must be in PDF format, limited to 35 narrative pages, and include required corporate information, an affidavit of accuracy, and a detailed staffing plan.
