Recycling Sponsorship & Management Services RE-SOLICITATION

The City of Cincinnati Office of Environment & Sustainability has issued a re-solicitation for Recycling Program Sponsorship Planning & Management Services. The City is seeking a qualified firm to provide turnkey services for its residential recycling infrastructure, including sponsorship sales, program strategy, creative design, installation, asset management, and reporting. This initiative is designed to generate revenue and enhance community engagement in alignment with the Green Cincinnati Plan’s Zero Waste Focus Area and the Greater Cincinnati Comprehensive Climate Action Plan. The anticipated contract term is an initial three years, with two optional one-year renewals. Proposals must be submitted electronically via the Bonfire portal no later than October 9, 2026, at 12:00 PM ET. Submissions must include a narrative limited to 35 pages, a staffing plan with key personnel resumes, and a detailed cost proposal based on a Time and Materials not-to-exceed model. Mandatory requirements for submission include the Offeror Corporate and Contact Information form, an Affidavit of Accuracy and Signature Page, and a Subcontracting Inclusion Goal Packet. Bidders must adhere to specific inclusion goals of 3% MBE and 4% WBE, and comply with Equal Employment Opportunity and Living Wage ordinances. The contract award will be made to the most advantageous offeror based on the City Manager's determination following evaluations by the Chief Procurement Officer and a Selection Committee.
