Red Mountain OHV Staging Area Project

The Red Mountain OHV Staging Area Project is a state-led infrastructure initiative in California’s High Sierra Ranger District to construct a one-acre, officially designated off-highway vehicle staging area that will replace several informal, user-created sites along Forest Service Roads 8S10 and 8S42. The project includes parking for up to fifteen OHV trucks and trailers, a double-vault toilet, seven day-use picnic sites, informational signage, and accessible pedestrian pathways, all designed to mitigate safety hazards, environmental degradation, traffic conflicts, and unmanaged recreational use. Upon completion, the existing dispersed parking areas will be closed and restored. The project is administered by the California Department of Parks and Recreation, with Scott Soares, Senior Environmental Scientist Supervisor, serving as the primary point of contact. All project activities are governed by the California Environmental Quality Act (CEQA), which has been satisfied through the preparation and filing of a Negative Declaration, confirming no significant environmental impacts and the adoption of standard mitigation measures. Required environmental fees have been paid, and supporting documents including a CDFW No Effect Determination and a Notice of Exemption have been submitted to the Office of Planning and Research. The facility will be located at the junction of Roads 8S10 and 8S42 in Fresno County, and while no formal contract value, solicitation number, or line-item pricing is provided, the project has been formally filed and approved as a forecast with an effective date of July 25, 2025. Federal Acquisition Regulation clauses, procurement-specific terms such as payment systems, evaluation factors, inspection criteria, or socioeconomic certifications are not applicable, as this is exclusively a state environmental and land management project without federal contracting mechanisms.
