The contract AG-03R6-C-12-0011 was awarded to GCS Research, LLC of Missoula, MT, for $60,000 to refine the Radio Repeater Website supporting the Forest Service. The main focus was on enhancing the proprietary Radio Repeater Remote Site Monitoring (RSM) database, which is a custom spatial database built on Microsoft SQL Server by GCS. This database was designed to conduct spatial queries and display data through Esri's ArcGIS for Server without relying on Esri's Spatial Data Extension, enabling the monitoring and health status tracking of radio repeaters at various display levels. Additionally, the contract involved improving the website’s functionality by adding new modules, as MTDC required these enhancements to better serve the Forest Service's needs. GCS holds exclusive control over this proprietary system, including the geospatial display, database structure, and data exchange mechanism developed to facilitate the transfer of RSM data into the database. Hence, any other vendor wishing to add modules or make enhancements would need GCS’s consent and release, reinforcing GCS's unique role in maintaining and upgrading the system. The contract was handled by the Lolo National Forest office under the Department of Agriculture, with work performed in Missoula, Montana, and managed by Purchasing Agent Tami L Mitchell.

Contract No. AG-03R6-C-12-0011 for the Refinement of the Radio Repeater Website was awarded to GCS Research, LLC (GCS), Missoula, MT for $60,000.00. The radio repeater Remote Site Monitoring (RSM) database is a proprietary spatial database built by GCS on the Microsoft SQL Server. The database was a custom implementation to support spatial queries and display thru Esri's ArcGIS for Server map service without being tied to Esri's Spatial Data Extension (SDE). It allows for the implementation of the monitoring and health rules required by the application to display the current radio state for each level of display. The data exchange mechanism between the radio RSM database and RSM systems is a proprietary system developed by GCS to facilitate the capture of radio RSM data and migrate the appropriate information into database format. MTDC needed to add more modules to the website to make it more useful for the Forest Service. It was determined that only GCS could add the modules and enhancements to the current website. Any other vendor would have to have GCS's consent/release of the proprietary geospatial display, database; and data transfer.
