The Department of Commerce, National Oceanic and Atmospheric Administration NOAA is issuing a notice of intent to negotiate a sole source procurement with Dean's Refrigeration Trucking Incorporated, in support of continued refrigeration storage services for approximately 390,000 pounds of seized Vietnamese Catfish, capture by the Northeast Fisheries Enforcement Division . This requirement is necessary to provide continued and uninterrupted services for the seized material. The material is considered evidence involved in current litigation, and movement of such could jeopardize the Government's case. This requirement is expected to provide for one six-month base period, and two six-month option periods. The continued and untainted refrigerated storage of the seize Vietnamese Catfish is required and court mandated. Since this material is the subject of legal proceedings it is in the Governments best interest to continue such services. The applicable NAICS code is 493120 with a size standard is $23.5 million. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clauses 1352.239-73 Security Requirements for Information Technology Resources (Dec 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by June 4, 2008. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
