The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. The primary goal of this Request for Proposals (RFP) is to identify local non-profit partners with whom the San Francisco Department of Elections (DOE) can collaborate to provide outreach about the November 5, 2024, Consolidated General Election. The November 5 Election includes federal, state, and local contests, including contests that will use ranked-choice voting (RCV). Accordingly, grantees’ outreach will focus on providing information on RCV, as well as other general election topics. This outreach will be directed mainly toward San Franciscans in vulnerable and hard-to-reach communities. The DOE provides election-related services to San Franciscans and conducts all public local, state and federal elections in the City and County of San Francisco in compliance with applicable federal, state and local law. This law includes the Voting Rights Act of 1965, the Americans with Disabilities Act of 1990, the National Voter Registration Act of 1993, the Help America Vote Act of 2002, the California Elections Code, as well as the San Francisco Municipal Elections Code. To inform San Franciscans about registration, services, voting options, and contests in the next election, the DOE will supplement its direct outreach, which includes distribution of official notices and materials, and events, with indirect outreach through local non-profit organizations. As with the DOE’s own outreach, outreach through non-profit partners must be multilingual, multiformat, consistent with all applicable law, and entirely non-partisan. Accordingly, any and all successful grantees under this RFP will receive comprehensive training and official outreach materials from DOE. Please see the full Request for Proposals in the attachments for more details. This Solicitation is posted to the City’s PeopleSoft Supplier Portal as a Bid Advertisement only. Proposals must be emailed to contact@example.gov, per the submission requirements specified. Proposals must NOT be submitted via the City's PeopleSoft Supplier Portal. Inquiries regarding this RFP must be directed to contact@example.gov
